Times Squares' costumed entrepreneurs are officially free to ply their trade without fear of retribution. According to the Daily News, the NYPD has stopped the policy of ticketing the Elmos, Hello Kitties, Buzz Lightyears and Spidermen who take pictures with kiddies for tips.
