The DC Comics Superhero Siege Event That Never Was And Never Will BeBleeding Cool has already mentioned how a bunch of pitches and ideas have simply been thrown out with the news of the upcoming DC Comics Rebirth event, and creators and editors aren't allowed to pitch them any more, no matter how good they were.

Well, one of them it seems was from Dan DiDio. And involved what I am told was "a superhero siege of a city".

Whether that was superheroes under siege, or doing the sieging I don't know. But I get the feeling that one of the reasons it was abandoned wasn't the DC Rebirth, but the announcement by Marvel of their big event Avengers Standoff, seeing Pleasant Hill under siege by superheroes…
