This is Tommy Merlyn, in Green Arrow #0. Based on the CW version, he's Oliver's best friend and comes from a famly of archers. He gets burned up and forgotten about five years ago on the oil rig disaster.

Oh hey, Tommy Merlyn seems to have been removed from Green Arrow's origin, replaced by some other guy named "Merlin" who looks totally different. I guess he's been retconned in favor of the traditional Merlyn in Batman INC and Forever Evil.
