Some people on the Doctor Who Facebook page are upset Peter Cushing didn't get a stamp. But if he gets one, where does it end? What about Rowan Atkinson or Richard Grant?
Every now and then I'll see someone ask why McGann counts if Cushing doesn't, since they're both in movies. I don't know how there could be any confusion, honestly. Aside from McGann being on TV, we saw the regeneration from 7 to 8, it should be obvious. And that's ignoring that the Cushing movies were just remakes of Hartnell stories. Between you and me, I think these people are just being deliberately obtuse.
