Because "act(ing) to destroy that government" is the implied responsibility of anyone who believes the government has strayed. That was still covered in civics classes when I went to school. Not anymore? I already said upthread that it's crazy, but it's not even comparable to wanting to throw gays in jail.

Mr. Sprouse certainly has every right to reject this assignment (although I am interested in if he is violating any sort of contract by refusing this). I hope DC does not use this as a chance to chicken out and indeed does find a replacement artist. My interest in the first issue has dropped with this announcement, but I will still pick it up as I have high hopes for out of new 52 continuity stories about Superman.
