Officially, not that I'm aware of.
However, if someone were to make a new moniker and come back and behave themselves (ie, not make it obvious that they were the same person who had been banned) they could fly under the radar.
We're not psychic, after all. Nor are we the CIA or FBI and be able to peak through people's computers...
