Update: After seeing this post yesterday, BC forum member STFmaryville sent me the following:
I thought I'd Google the report ID # from the bottom right of Xavier's document. Turns out that particular # corresponds to CIA documents related to Auschwitz, which you probably know, is sometimes part of Magneto's origin and also could be an intentional coincidence with the mutant concentration camp in Claremont and Byrne's Days of Future Past.

Given the layout of the cover page, it would seem that the similarity is purposeful. Another clue as to where Days of Future Past is headed?
