UPDATE: Brett Booth tweets;

I did ask. Was told to do the regular for 16. But would guess that Joker wanted Tim at his best for his fight with Jason who's packing heat in a small room. Bladed wings even the odds a bit. I think the text was just forgotten along the way. I did ask about it:)

In Teen Titans #15 and #16 Tim Drake goes from wearing his original Red Robin costume to his new costume, with no explanation. Brett Booth is the artist for both issues, as is editor Eddie Berganza, also editor on Red Hood And The Outlaws.

Watch for the changing shoulder pads and changing chest buckles…
